PROFESSIONAL OVERVIEW:

·                     Roy Ruel, a graduate licensed professional mechanical engineer has over 40 years experience as an engineer working both in the United States and internationally.

·                     He has a background in firearms and gun function, mechanics, and safety, augmented by US Army active duty and reserve service with expert qualification in several military small arms.

·                     He has provided expert services on gun and shooting related investigations, reconstructions, and causation analysis. 

·                     Casework has included accidental and intentional shootings for defendants in criminal cases, and for plaintiffs and defendants in civil cases.  He has over 15 years experience in legal case work as noted on his attached listing.

·                     Mr. Ruel is the author of more than 40 firearms related published articles many devoted to the technical functioning of guns and their ammunition.  He is a ”National recognized firearms expert”; New York Post, Boston Harold, Cleveland Plain-Dealer, Palm Beach Post, and television appearance

·                     He is experienced in a broad range of weapons and consults regarding shootings with pistols, revolvers, rifles, shotguns as well as paintball and CO2/air-guns.  Work has included Berretta, Glock, Steyr, Colt, Browning, Remington, Smith & Wesson, Sig-Sauer, H&K, Walther, Daisy, Brass-Eagle, and others.

·                     He is experienced in "cold case" accident investigation and analysis including analysis and critique of incident reports, police reports, witness statements, and crime laboratory examinations and tests. 

·                     He has provided expert testimony and reports and has assisted in the preparation of interrogatories, document requests, and affidavits.

·                     Off-Range safety hazard assessments, for proposed and existing gun ranges have been an important part of Mr. Ruel's recent work.

·                     Mr. Ruel has consulted with law enforcement departments on firearms issues in the US and abroad.
